THC, Inc. was the land acquisition and relocation assistance manager for the implementation of the City of Rocky Mount’s Hazard Mitigation Program. The program involved turnkey services related to the voluntary acquisition of over 500 residential structures that were damaged due to the flooding caused by Hurricane Floyd on September 16, 1999. This program was part of one of the largest FEMA Buy Out programs in the United States. The program was funded through federal (Uniform Relocation Act) and state grants (State Acquisition and Relocation Funds, Hazard Mitigation).
Due to the receipt of funds from the state, the City of Rocky Mount provided relocation assistance to owner occupied dwellings, even though the acquisition of these properties was defined as a voluntary transaction. Additionally, there were both single family and multi-family investment properties in which the lawful tenant was eligible to receive relocation benefits as defined under the Uniform Relocation Act.
As the manager for this comprehensive recovery program, THC, Inc. was responsible for overall management of over 20 sub-consultants and continuous task scheduling.
