Avigation Easement Purchase

Avigation easements do not provide any direct relief from noise, but instead compensate the property owner for granting aircraft overflight rights over their property.  Avigation easements may be acquired in one of three ways from property owners near airports. An avigation easement may be a condition of participation in a sound insulation program, the easement may be acquired when a house is sold through a Purchase Assurance, or the property owner elects not to participate in any other mitigation measure and agrees to be compensated solely for an avigation easement. 

The value for an avigation easement is determined before any mitigation measure is offered to an eligible property owner. THC assists sponsors by determining whether to use an uncomplicated or complicated approach to calculating the value of the easement. An uncomplicated valuation approach does not require an appraisal or review appraisal. A complicated valuation approach is any analysis of value that will reflect a value greater than $2,500.00 and does require an appraisal and review appraisal. THC has implemented easement programs using both valuation methods in Atlanta, GA, Fort Worth, TX, Milwaukee, WI, Charlotte, NC, Gulfport, MS, and Tallahassee, FL.
