Our History
THC was created out of a desire to treat property owners involved in acquisition/relocation or airport noise mitigation programs better than other firms in the transportation industry. Tommy Terrell and Joe Carroll felt property owners should be treated fairly and patiently during buyout or airport noise mitigation programs. Their experiences with other firms revealed that many property owners were rushed or pressured into making decisions about their participation in airport or highway programs. As a result, programs were often viewed negatively by impacted property owners which resulted in low property owner satisfaction and program delays due to a lack of willingness to participate.
Whatever it takes
Both men felt that property owners did not have to be pressured to make good decisions about selling or mitigating their property. Instead, property owners treated with sincerity and integrity during acquisition or airport noise mitigation programs were much more likely to participate in these programs. Thus, Tommy and Joe decided to create a company that would “do whatever it takes” to make property owners happy to participate in acquisition and noise mitigation programs. On January 24, 1994, Terrell, Hundley & Carroll, Inc. was started in Norcross, Georgia.
Operations began

The first contracts for the new company were derived from the engineering firm both Tommy and Joe had worked for in Atlanta. Serving as a subconsultant, Terrell, Hundley & Carroll, Inc. provided right of way services to local counties in Georgia and planning services to international airports (Dallas and Fresno).
As their reputation for excellent service grew, Tommy and Joe began to secure primary contracts from airports in Florida, Georgia, Indiana, North Carolina, and Wisconsin. Many of these projects involved multiple contract renewals, further recognizing the successful delivery of the owners’ philosophy for treating property owners with respect.
Expanding Into New Markets
With additional projects, the company expanded with project offices in Milwaukee and Charlotte. Terrell, Hundley & Carroll also focused on hiring additional staff with direct experience in right of way acquisition/relocation work and noise mitigation programs. In June 2000, Steve Vecchi was recruited from the Minneapolis-St. Paul International Airport (MSP) to further build the sound insulation side of the business. With Steve’s innovative sound insulation processes developed from 10 years as Manager of the MSP Part 150 Sound Insulation Program, the firm strengthened it’s existing sound insulation projects in Milwaukee, WI and Palm Beach, FL, and won new projects in Inglewood, CA; Key West and Orlando, FL; Atlanta, GA; and Austin and San Antonio, TX.
A Renewed Focus
In November 2000, Tommy and Joe amicably dissolved their partnership to allow each owner to pursue different business models. The firm owned by Joe changed it’s name to THC, Inc. to reflect the ownership change and maintain the goodwill established in the first six years of Terrell, Hundley & Carroll’s existence. The company’s motto was also changed to “Improving Your Community”, a reflection of the company’s personal approach to planning and implementing the projects it manages.
Over the last several years, THC has continued to distinguish itself on numerous projects for airports, highway departments, utility companies and governmental agencies. New projects and project renewals have been contracted in Alabama, Arkansas, California, Florida, Georgia, Michigan, Minneapolis, Mississippi, North Carolina, Ohio, South Carolina and Texas.
Recognizing that there are multiple clients to be served on every project, THC remains focused on providing the best services to match the needs of each project client. Whether it is managing a project on budget and on schedule for a project sponsor, or patiently counseling a property owner during an acquisition, or training a contractor to properly install an acoustic product, THC seamlessly maintains professional quality and expertise throughout the project.
